It uses the free wp.org FAQ Manager With Structured Data plugin OR FAQ Manager With Structured Data Premium (Use coupon code BIGSALE30 for 30% off).
FAQ Manager With Structured Data plugin has a custom post type and category to manage FAQs along with a feature-rich shortcode.
